THE MINISTER MR. SOYLU ATTENDED THE CONFERENCE ON COMBATTING TERRORISM FINANCING THAT ARRANGED IN FRANCE
ANKARA-(26.04.2018) - The Minister of Interior said that “If it is showed understanding as “My terrorist, your terrorist”, as a matter of course there is going nowhere fast.
The Minister Mr. Soylu spoke at session about “combatting terrorism financing” that arranged in Paris that capital of France.
The Minister Mr. Soylu began his speech by desiring the conference to contribute the imagined 21st century.
The Minister Mr. Soylu stated in the meeting largest deficiency in combatting terrorism derived from countries not listen to each other, Turkey’s general experience cannot force into short speech time.
The Minister Mr. Soylu said that "However, the terrorist organizations are talking more than us; they communicate with each other and with the modern world more than us. A French and an English can conflict comfortably in the ranks of DAESH and PYD”.
- "An Innovative Terrorism Structure”
Pointing out that terrorism has become a global problem in the 21st century; The Minister Mr. Soylu continued his speech as follows:
"There is an innovative terrorism structure that resembles multinational commercial companies, they use modern management principles, they have their own financial networks, they have high technology, we saw terrorists use the aircraft together on September 11 attacks.
“We saw bomb factories and unfinished aircraft projects in DEASH camps that captured with the Operation Euphrates Shield. They are attacking using drone. They are benefiting from the internet and technology as a highest level”.
The Minister Mr. Soylu reminded at the meeting that financial support of DEASH and Al-Quaeda is talking altogether however Turkey; has struggle with PKK for a long time and its new branch PYD’s and YPG’s menace cannot understand, he stated that FETO is not spoken.
- "PKK/YPG and DEASH have high gains from migrant smuggling"
The Minister Mr. Soylu stated that the PKK's income from narcotics is annually $ 1.5 billion, as indicating;
“Migrant smuggling especially the PKK/YPG and DEASH has a very high gain and there is a symbiotic link between terrorism outputs and its subjects. “Their outputs; violence, drugs and migration. The subjects are DEASH, Al-Qaeda, PKK, PYD, FETO and they all act in common. They share intelligence and staff. If we fight against DEASH and Al-Qaeda and insult others, terrorism and its financing will continue. It is not the name of a bomb, it is important that it exploded”.
The Minister Mr. Soylu stated that “The plundering of money resources, bank robberies like the Mosul Central Bank drug trafficking, migrant smuggling as well as unfortunately the aid of intelligence service and legal states constitute the two pillars of innovative terrorism financing as money and illegal transfer of money”.
The Minister Mr. Soylu indicated “the PKK sent via many associations directly from Europe, it is available in the criminal report of Turkey” he continued:
“It is also known that the USA has openly helped the PYD with 5 thousand trucking rig arms aid. We are not sure whether these weapons are subject to terrorist acts as well as to weapons trade. The struggle against it is not really a fact, but we know that these two organizations agree to get out of Rakka. While we were making operation to DEASH the Operation Euphrates Shield. PYD did not shoot a single bullet to DEASH and I want to express one more thing; the PYD's collaborate with DEASH is particularly clear about transferring money to each other on migration routes, which we call “death routes”. From one country to another Turkey, he toll the transfer of a family migrated to Europe is 5 thousand dollars. PYD, DEASH and many organized smuggling and terrorist organizations receive share from this If we turn a deaf ear to these and we evaluate the issue on technical dimension and we will not be able to get results”.
Mr. Soylu stated that all with these problem areas mentioned of Turkey they struggled with these organizations indiscriminately and simultaneously, from 2014 up to today 20 acts carried out by DEASH in Turkey he reminded that more than 300 citizens died.
The Minister Mr. Soylu said that; “I want to express something, at the beginning of this conference, a concept called “Islamic terrorism” was used. If the concept of “Islamic terrorism” used in this conference, we have not yet understood the terrorism in the 21st century, we could not take a step and we have not yet been able to go nowhere fast.
The Minister Mr. Soylu shared these information; last 6 years 4 thousand 378 people were arrested in Turkey from DEASH, approximately there are a thousand foreign terrorist fighters in the removal centers.
- “We all have to struggle with terror”
Mr. Soylu described that one of the most important sources of terrorism is narcotics; there are countries in Europe that treated at the point of freedom and producing synthetic drugs. In this regard, Mr. Soylu expressed that he could not see a common struggle politics and understanding and added these:
“According to international reports I would like to express16 percent of narcotics capturing in 2015 and 20 percent of current performed by my country. Turkey performed double narcotics capturing especially synthetic drugs from Europe to our region, Saudi Arabia, Middleeast, I would like to express the transplanted synthetic drugs it can assert 5 million figure in approximately in 3-year period increased about 30 million figure.
Of course, this is a very important part of terrorism financing and another source of finance is irregular migration, where PKK, DEASH the extreme left terrorist organizations DHKP-C have organization activities escaping from even via Aegean. As a matter of course, we all have to fight against terrorism, but we have to figure out how we achieved this with concrete figures. See, in 2015 the number of immigrants to Greece in 2014 was around 8500-9000 a day”.
The Minister Mr. Soylu stressed that the 21st century is not a century in which countries can solve terrorism in their own borders and he continued as such;
“The sources of terrorism shall eradicate. Look at the Operation of Euphrates Shield, 165 thousand Syrians came back their homelands since they launched an operation. Countries should set up their own coordination with all their units. Unfortunately, international cooperation is not enough; it is on paper both in financing aspect of counter terrorism and in the dimension of financing terrorism”.
- Definition of terrorism
On the other hand, the Minister Mr. Soylu said that “If it is showed understanding as “My terrorist, your terrorist”, as a matter of course there is going nowhere fast and called for countries that participated in conference to combat terrorism without exception.
The Minister Mr. Soylu reminded that “they have ability to eradicate terrorism financing in the event of unifying the states, said as; I wish this meeting would be beneficialness, I hope so our 21th century dreams will not end. Because millions of tourists come to this city, but on the other hand, the soldiers are traveling around the square with long barreled weapon and heavy weapons. None of us have imagined 21st century in this way we never thought of it as 21st century. We can only come up with the centuries all together and sincerely”.
The conference which is arranged in the Organization for Economic Co-operation and Development (OECD) Center, the Financial Action Task Force on Money Laundering Prevention of Money Laundering (FATF) established in 1989 within the OECD, members 37 countries, G20 countries, the International Coalition against the DEASH and United Nations (UN) representatives of affiliates participated.
After the meeting, the Minister Mr. Soylu as going to Ministry of Interior of France had a meeting with Minister of Interior Mr. Gerard Collomb and his delegation.
